Shale oil companies that are about to go bankrupt, clothing retailers and other companies that have been hit by the current crisis. If you are making millions per day you do not need to borrow money. You need to borrow money for two reasons:

obviously your company doesn't have enough money to carry out a project or operate normally (low retained earnings)even if you could raise money through issuing new stocks, the cost of equity is too high and it could hurt you further

In conclusion, even though economic theory states that companies that have a high level of business risk should not have high levels of financial leverage, they are the ones that actually borrow money in the real world.
