A cap and dividend policy play the role of allotting authorizations to the industries, which takes part in the entire carbon emissions. These industries would possess a boundary to how much they could donate to the emissions of carbon, and every year the permits number would also get decline.  

This would motivate the industries to amend with the modifications in the emissions of carbon and diminish the entire quantity of carbon emissions with time.
