Fresh Kills Landfill in Staten Island was slated to be a temporary place to put garbage from metropolitan areas of New York City. For this reason, it was not lined before dumping began. As the Staten Island population began to increase, communities kept building up to the edges of the landfill with the understanding that the landfill would soon be closed. With no viable alternative, 13,000 tons of garbage a day continued to be sent by barge to the Fresh Kills.
