The concentration of potassium and sodium prior to stimulating the neuron means there must be a higher concentration of potassium within the cell and a higher concentration of sodium outside the cell.
The semipermeable membrane means that there is selectivity in which ions can move across a membrane.
The permeability would change depending on the different channels used in the neuron. Depending on these, the neuron could become more or less selective.
The purpose of the leak and gated channels is to facilitate different types of movement. The gated channels only open when the neuron is stimulated. The leak channels are open all of the time and permit passive diffusion.
The charge on the insight of the cell is negative and the charge on the outside of the cell is positive.
