Why have so many states failed to pass laws to label, GMOs?

Well, GMO seeds sometimes fly into Non-GMO crop fields and slowly take over because they are more successful. Sometimes people passing laws do not care that much about the issue causing many states not to feel the need to label GMO, crops.
