The most appropriate answer would be 4. at the glacier because of the low temperature. Water molecules in a glacier would be at the lowest  energy because at this point it is ice. Water molecules in solid form are packed closely together and would not be able to move or have kinetic energy. In liquid form it has more energy as the particles are free to move about and the most energy in gaseous form.
