Why are there only a few lions or top predators in an ecosystem, but a lot of primary
consumers?

The lions are really vicious and have sharp canine teeth that can pierce the
wildebeest skin.

When the lions eat the wildebeests, they only get 10% of the energy (carbon
stored in the wildebeest), the other 90% is lost as heat, so one lion needs to eat
several wildebeests to support its energy needs.

There are a lot of primary consumers because there is plenty of grass for them to
eat out in the savanna.

Lions eat other animals too, so there can be leftover wildebeests and their
population can grow exponentially.

Since lions have an important role in the food chain, they can easily kill prey one by one. But when prey economies start to go down and the predators rise up, there will be not much food to go around for all the predators, so one by one, they start to die off, and the prey start to rise again. This cycle will repeat continuously to keep the prey and predator balance.

Another reason: Since lions don't get as much energy as they'd normally do when eating prey such as wildebeest, they need to keep hunting for more food. This explains what will happen in the cycle in paragraph one. ^
