1. Yes, i think the all human kind would be able to make art, I my self love art and music and anything and everything about it. Everyday i find my self doing something involving art of some kind.

2. Know in this generation Its hard to say because you have to have the heart and mind set to be able to create art you cant just put a dot on a piece of paper and call it art unless you are in kindergarten. But if you have a place for art to be in your heart than yes. If i was about to pass away i would spend the last of my time honestly just drawing, and with are you can connect to people in such away its unbelievable and leaves memory's I know from experience. My sister she hates drawing and art and she cant sit still for 10 seconds to even think of drawing and being creative, art can be accessed if you set your heart to it i was bad at drawing but over time i learnt new techniques from my dad, and i think i get my love for art from him. My sis she is a lad back kind of person and just plays on her phone by the way im not the type of artist that draws anime just so you know i love drawing realistic things oh and i love dragons it is my favorite thing it drawbut art isn't for everyone.
