At what point does an individual's view change from being interpersonal racism to institutional racism?

Institutional racism occurs when you have the power to enact a policy that is against people who have no distinguishing characteristic to be hated other than their race. In other words you belong to a group where you have the power to influence their behavior. When you do, that action becomes institutional racism.

Interpersonal racism is just sitting on your front porch talking to someone about how you hate . You don't intend to do anything more than just talk. But where does it cross over? It crosses over when what you say influences others to act.

Any social act is helpless without people who take what they hear seriously and do something about it.
